he Council will hold it's annual meeting and election of officers on August 20, 2000. There will be a hospitality on August 19, 2000.


The meeting will be held at the Coronado Springs Resorts in Orlando, Florida, the site of the AFGE national convention. The Council will be providing more information and election packets to member locals. J

pril 2000 brings on the first in a series of negatives soon to be faced by Army Reserve non-dual status technicians.  The following information presented to Congressional Representatives on 10 December, 1999 by both Ron Liwo and Myself identifies and addresses significant problems relative to the implementation of Section 522 National Defense Authorization Act (NDAA 2000) as it pertains to mandatory retirement and separations.


It is imperative that all initially affected, as well as those who maybe affected in the future, read the information provided and immediately write/visit their selective Congressional Representatives, to insist that implementation described above be placed on hold.  It is emphasized that rather than merely copying the information below your must tailor the information as it pertains to you personally.  Form Letters will simply not get the job done.  You must also send a letter to Senator Strom Thurmond and also Senator Ted Stevens, Senator Wayne Allard, Congressman Jerry Lewis and Congressman Buyer, who are Sub-committee Chairs of the Armed Services and Appropriations Committees.


I fully realize some of you have written before and are frustrated with either a "noncommittal response" or the standard "I will keep your views in mind response" that you have previously received. However, if we are to attain any success you and all fellow workers must immediately write again.

This will in all probability be our last chance to Congressionally change this issue.  While Congress has made the decision to eliminate all non-dual status technicians occupying a military technician position I am quite confident that it was not their intent to do so in such a arbitrary or capricious manner.


There is no time to waste, YOU MUST ACT TODAY!!!  At this writing we have not heard from any Air Force Reserve Technicians impacted by this legislation, therefore we must assume the Air Reserves are carrying out this process in a humane manner rather than simply showing the employees the door!


This is the information presented:


The following will serve to identify and address major problems with the implementation of the National Defense Authorizations Act (NDAA) for FY-2000 as it pertains to the mandatory retirement and separation of current non-dual status military technicians (Mil Techs) in the Army Reserve.


There are approximately 1500 current employees who have been identified for mandatory removal, 400 of which are  scheduled in April 2000.

We request that Congress delay implementation of the specific provisions of NDAA relating to these issues until they are resolved and congressional language has been complied with fully.  We believe a temporary delay of implementation until FY-2001 would allow time for full compliance with both the law and congressional intent.  Our request is based on the following actions or failure to take action.


a. To date no one affected has been registered in the Department of Defense (DoD) Priority Placement Program (PPP) although US Army Reserve Command (USARC) briefings to Congress indicated that this action would take
