Transisition from temp to permanent

Finally this issue has been resolved. All under 60 NDST's who were made temporary under agreement with OCAR and Congress effective 2 April 01 are re-instated back to their permanent status as a technician.

It took sometime but it got accomplished.   Thanks to all who participated in helping to make this happen.
