CALL TO ORDER

 

 

USARC Partnership Council Members present were Mr. Robert Cannon, Mr. Tony Cox,

Mr. John Esposito, Mr. Michael McDonnell, Mr. Glen Rodman Jr., Mr. William Schimek,

Mr. Donald Stumpff Jr., Mr. Billy Thomas, and Mr. Ken Williamson.  Absent were

Mr. Raymond Helmick and Mr. Henry Pierce Sr.

 

Mr. Rodman called the meeting to order.

 

Minutes of previous meeting were reviewed and approved. 

 

 

 

OLD BUSINESS

 

Tasker 0300-01, PPP registration.  Mr. Thomas reported no change.  This tasker remains open.

 

RIF Procedures involving NDSTs.  The council agreed to close this issue.

Transformation of Installation Management (TIM), now called Installation Management Activity (IMA).  Discussed.  USARC HQ is continuing to work this.  No final agreements have been reached.  Access the Army web site and read all about it.  Site is at www.HQDA.army.mil/acsim and look for TIM.  This issue remains open.

 

 

 

NEW BUSINESS

 

Congressional Update.  Mr. Esposito provided an update on pending legislation for the USAR and Federal Employees.

 

Shortfall of technicians at both units/shops due to mobilization.  Issue discussed.  No action will be taken unless requests are made.  The council agreed to close the issue. 

 

Delay in filling FY03 authorizations until 4th quarter and discussion of rationale/justification. 

Circumstances have now changed.  Requisitions should be in by 1 May 03.  Backfills will be hired.  The council agreed to close the issue.

 

81st RSC plan for hiring WG employees. - The Civilian Apprenticeship Workshop showed a lot of promise but was time and energy intensive.  The 81st is now announcing vacancies as training positions, somewhat like Interns starting from WG-5 working their way up to WG-8.  This brings in younger personnel with limited experience.  The council agreed to close the issue.

 

MT Branch Pages/Sections on Web-site. - Mr. Esposito wanted to compliment the Mil Tech Branch on how well this website was put together.  It can be located on the Commander's Corner in the G-1 section.  This is now closed.

 

Incentive Award Monies allocated RSC's. -   Issued discussed.  Army Reserve Command policy is 1% for incentive awards and overtime.  The council agreed to close the issue.

 

Meeting with Congressional representatives Armed Services Committee. - Mr. Esposito gave out a handout of issues he presented to the Committee.  Mr. Thomas spoke of the same issues he discussed with the Committee as well.

 

Problems regarding Military Promotion procedures for Mil techs above the grade of SSG. - Discussion held.  Change in regulation due out 22 June 03.  Tabled until next meeting.

 

Civ Tech Conversions to AGR's. -   Information paper, Subject: Military Technician/AGR Mix dated 14 May 03 was discussed.  Mr. Esposito is providing examples he believes contrary to policy, which Mr. Williamson will look into.

 

Drug Testing for Civilian Employee's.  Was discussed, no changes.

 

Occupational health support.  Mr. Rodman to give update on 89th next time.  Mr. Williamson stated new safety personnel will be coming on board soon.

 

 

CLOSING REMARKS

 

The next Partnership Council meeting date was set for 10-11 September, 2003 at an off site location within Atlanta, GA, to be determined.
